Percentage of local governments adopting and implementing disaster risk reduction strategies in line with national strategies The degree of adoption and implementation of disaster risk reduction strategies in line with the 2015-2030 Sendai Framework for Disaster Risk Reduction is measured, based on, inter alia, the following elements:

  • Include implementation timetables, with targets, indicators and deadlines.
  • Aim to avoid creating more risks
  • Aim to reduce existing risks
  • Aiming to strengthen economic, social, health and environmental resilience
  • Promote congruence of policies relevant to disaster risk reduction, such as sustainable development, poverty eradication and climate change, especially with the Sustainable Development Goals and the Paris Agreement
  • Contain mechanisms to monitor, periodically evaluate and publicly report on progress made

  • Calculation method

    First, the arithmetic average of the degree of implementation in each local government of each of the 10 basic elements that identify a disaster risk reduction strategy is calculated. The degree of implementation ranges from 0 (no implementation) to 1 (100% implementation).

    The indicator value is the percentage of local governments with a disaster risk reduction strategy aligned with the national strategy (with an average degree of implementation higher than the national level).

    In Spain, the governments of the autonomous communities (17) plus the autonomous cities (2) have been considered as local governments.
