Concepts considered:
1. The household cannot afford to take at least one week of holidays away from home per year
2. The household cannot afford a meal with meat, chicken or fish at least every other day
3. The household cannot afford to keep the dwelling at an adequate temperature
4. The household cannot handle unforeseen expenses
5. The household has had late payments when paying expenses related to the main dwelling (mortgage or rent, gas bills, community costs, etc.) in the last 12 months
