These are the organisations that supply society with public interest services that it would be neither economical nor easy to provide otherwise, free-of-charge or at conventional prices, and that administer public affairs and take charge of carrying out the economic and social policy of the group. These centres perform very numerous and diverse activities, and are usually related with the public administration, defense, public order, health, education, culture, economic promotion and development, well-being, scientific and technical development, etc.
